Lack of work culture
The Union Government has enhanced the salaries of its employees as per the recommendations of the 6th Pay Commission with some modifications. Prima facie it is a welcome act of the government. As rituals after every 5 years the government appoints Pay Commission for re fixation of pay and allowances. Elections are ensuing and for that it was also necessary to take immediate decision and government under time bound programme did it. For it was a question of life and death for its return to power in next election. The Delhi government has also done the same
All the state governments will now face the problem of strikes and other agitations by their employees demanding interim relief .It will have to be granted, as these governments will have no choice.
In normal course the employees are in real sense entitle to such pay hike and should be given in due course. But it is a vicious circle. There is no end. The employees get enhanced pay and other allowances but in any case they do not work. Whether it is a government office or government controlled companies or nationalized institutions like banks or corporations or companies the universal rule is not to work. There is no work culture. One cannot get one’s work done in one stroke. The employee concerned will also make this or that excuse and will try to avoid work at least for that moment and for that day also and he will feel pleasure for avoiding the said work of that person. Though the employees will get pay and allowances as per the Six Pay Commission but they are not working as per the expectations of the First Pay Commission. No employee of any rank from lowest rung to top rung in the hierarchy works without bribe is the rule. Pay is right and bribe is unimpeachable privilege of such employees. As the governments have failed to prevent corruption and terrorism they have also failed to control the well organized gangs of unions of employees whose sole aim is not to work and exploit people and governments. Even if governments increases the salary of an employee of the lowest rung to one lakh rupees he will not stop taking bribe as employees have subdued in corruption.
The inflation rate has gone to more than 12.40 and by t5he time of elections it will rise to 18 percent and the employees will enjoy the taste o hike in pay and prices both.
