1. media ( by highlighting wrong issues)
2. police ( by hounding the hapless innocent people)
3. minister and ncw ( for making absurd and in human laws)
4. judiciary ( even after knowing cases are false, still refusing
Bails or taking years to give judgements and pressurizing inoocents)
In the openion of the poser of this question, ( which I differ at places explained below ) it is judges that are main culprits because if they stop
harassing the innocent accused, the terrorists in laws will be less
inclined to file these inhuman complaints
judicial system and attitude of judges are that gives major fillip to
the masqueraders to file 498a
and it is the judges we need to educate the most....

My quick comments :
1. Judge has pressure of press, political, and the one sided LAws.
Feminists can make such hue and cry in the media that the judge
orders can be reversed in higher courts. See how feminists press
strongly oppose even supreme court judgements, such frequently.
Gradually feminists are increasing pressure on the judges.
2. Same applies to police, remember how Delhi police commisioner had
to repent saying that more then 50% cases of rape are of tenage
elopement . Press and ministry pressure is just too much.
3. Press . Press needs information. Feminists are gradually making
LAws that ensure that all complaints come to them, only women rights
activists collect statistics as per LAws. So for information or
statistics press has only biased source of women rights activists
left. Since the official job requirement for all these posts is to
be a women rights activists, any women or man who dare to tell the
truth, no longer satisfy the condition of a women rights activists,
and so removed from the post of information source or biased
statistics collection.
So press information source is at the mercy of feminists. Feminists
have made inroads in press, due to funding one sided studies etc..
Men have no funding and crores of funding , exponentially increasing
every month is given to women rights activists. So press is left
with only distorted studies.
With feminists strategy of reserving large number of posts for women
rights activists, as in Domestic Violence LAw, or sexual harressment
LAw proposal, they want the feminazi war machine to grow bigger.
4. So, I think feminists are the real enemy, in projecting distorted
picture , that is not the truth, so is harming families, society and
everyone including women.
5. The wifes or women, including men are mearly reading the press
etc, then the wrong feminazi perceptions, and coupled with easy,
inhuman gender LAWs , a good % of them get effected. Feminists LAWs
are made to tempt women to file cases. Not all can resist the
temptation.
All 4 points are responsible, We all have our valid reasons for
that. My vote for the biggest is well funded feminists, including
Ministry of women and child development ministry who is proposing
such harmful LAWs. And worst part is the game of feminists is just
begining.
When faced with the big war machine of feminazi's men think they can
not win, so try to hide, lets say behind a tree, like by trying to
find some points in LAw, this helps somewhat. Still if every
increasing war machine of feminists come, the tree used for shelter
is cut down. Others take similar running strategy, which works, but
with each passing month, there are less places to run, as new
onesided wrong LAws are inacted.
Some recently have started to group as forces to fight this evil
feminists war machine. They attack the feminists war machine in
gurila warfare, thus causing hurt to feminists machine. How
effective these anti feminists and pro humanity and justice forces
are , only time will tell, and depends on us.
Lets see, are we good enough to do good for human race.
